Description

The Jean Monnet Digital Euro & Crypto-Asset Regulation in the European Union (DECAR-EU) module addresses a gap in EU legal and financial education by integrating insights from finance, tax law, financial regulation and digital forensics. As the European Commission advances regulatory frameworks—including the Digital Euro and the Markets in Crypto-Assets (MiCA) Regulation—this module equips students and professionals with specialized knowledge and practical skills in digital finance regulation. DECAR-EU aims to educate forensic science students on EU financial and tax law, foster public dialogue on fin-tech regulation and financial crime, generate research on regulatory challenges, and mentor students in producing high-quality theses and publications. The module consists of three courses that integrate case studies, simulations and expert-led discourse: - European Commercial and Payment Law –EU payment frameworks, contractual mechanisms, and compliance with PSD2/PSD3. - EU Law on the Digital Euro & Fintech – Regulatory oversight, AML measures, taxation, and central bank supervision of digital assets. - Law on Cybercrime and Financial Technologies – Examines fraud detection, forensic investigations, and legal responses to cyber threats. To strengthen policy dialogue, the module will organize two roundtables: one on Digital Euro integration and another on AI, decentralization, and fin-tech regulation. A workshop on smart contracts will be open to students, policymakers, legal practitioners, and industry stakeholders. Research outputs will include 4 scholarly papers and a book on the Digital Euro’s regulatory and technical challenges. The project ensures a long-term impact by establish international collaborations, long term changes to the curriculum and creating institutions that will continue on disseminating results and serving as proxy between academia, policymakers and practitioners in the field of law and technology.
