Digital Forensic Capacity Development of the NTCA

The most important task of the National Tax and Customs Administration (NTCA) is to ensure efficient and effective collection of tax and tax-type revenues of the state and customs revenues of the European Union, and to perform the related control activities, or in case of irregularities, conduct the related investigations detrimental to the EU's financial interest on high quality. Within the frames of this proposed project NTCA intends to purchase a forensic vehicle (specially constructed vehicle for mobile data acquisition & analytics) and mobile device unlocking system that would endow the specialized unit of the NTCA with enhanced capabilities in the field of digital evidence collection. The project will cover the training of the users of the mobile device unlocking system. These state-of-art devices will enhance the operational capacity necessary to carry out the data-acquisition tasks relating to inquiries received in relation with major criminal investigations of serious and organised crimes with an international dimension. The mobile device unlocking system would allow data extraction and saving in serious international criminal investigations even if the person subject to the criminal proceeding does not cooperate and does not provide the investigators with the unlocking code of the devices to be seized. The forensic bus would provide solution to the problem when there is no adequate power supply or no room at the scene of the arrest to conduct authentic data saving at professional level.
