As part of Rwanda's decentralization policy, the FC measure supports the LODA institution, which finances local infrastructure projects at district level and supports and advises the districts in the planning, implementation and operation of these projects. The project is part of the FC measure ICT Facility. The FC contribution will provide the lower administrative levels with a modernized and expanded monitoring, evaluation and information system (MEIS) to support administrative processes. The existing IT infrastructure will be modernized to increase the scalability, reliability and agility of the system. The system will also be supplemented with additional functionality, e.g. an e-learning system with self-learning components for further training of the decentralized administrative levels, a digital outcome monitoring system and an e-participation platform for citizen participation. In addition, the districts will be equipped with hardware to be able to use the expanded MEIS administrative system appropriately. The aim of the project is to improve the provision of services in the public administration of the districts and their lower administrative units in terms of effectiveness, efficiency, legitimacy and transparency. In addition, greater citizen participation is intended to contribute to reducing poverty and improving the general living conditions of the target population. The target group is the entire population of Rwanda (approx. 12.2 million people). The FC contribution amounts to up to EUR 8.0 million.
