The Displaced Talent for Europe (DT4E) project will enable people in need of international protection in Jordan and Lebanon to connect with employers in Belgium, Ireland, Portugal and the United Kingdom, and to sustainably integrate the labour market in those countries. Many people in need of international protection are unable to locally integrate in Jordan and Lebanon due to work rights restrictions, but have expertise and skills that could facilitate their access to a long-term solution in a European country through labour mobility. In the context of the project, this target group will be referred to as displaced talents. The project will set the foundations for displaced talent mobility schemes across Europe by testing complementary migration pathways, documenting best practices, identifying areas for policy reform and engaging the private sector as well as refugee-serving organisations to support displaced talents to access these pathways. Such displaced talent mobility schemes do not aim at substituting traditional refugee resettlement programmes but rather complement them by dually serving humanitarian purposes and economic aims. Over a period of four years, the project will: Increase national support for the development of complementary pathways for displaced talent, through strengthened partnerships and policy dialogue. Engage employers in four European countries to address skills shortages through displaced talent mobility schemes. Support a minimum of 250 displaced talents throughout the mobility process, with tailored pre-departure and post arrival integration assistance. Promote the exchange of experience, knowledge, and practices on complementary pathways for displaced talent across Europe, through the creation of a regional community of practice. DT4E will be implemented by the International Organization for Migration (IOM), Talent Beyond Boundaries (TBB), Fedasil, Alto Comissariado para as Migrações (ACM) (until its dissolution on 28 October 2023), its successor Agência para a Integração Migrações e Asilo (AIMA) (as of 29 October 2023), with the support of Fragomen.
