Description

Opportunity The Disraeli Bridges and Freeway is a major arterial roadway carrying approximately 42,000 vehicles daily between northeast Winnipeg and the downtown core. Originally completed in 1960, City Council authorized the rehabilitation of the 2-kilometre stretch of roadway in 2006 following an engineering report that identified numerous deficiencies potentially affecting the safety and reliability of the overpass. Challenges The Request for Proposal (RFP) was issued at the peak of the global financial crisis in December 2008.  As the markets recovered, the spread between the City’s borrowing rate and the private sector borrowing rate increased, causing a negative impact on the City’s projected Value for Money. Finding a way to rehabilitate the existing roadway without causing significant disruptions to traffic. Innovations Plenary Roads Winnipeg’s design solution— building a new bridge alongside the existing structure—facilitated a number of innovations including minimal traffic disruptions and the use of the old bridge piers to support a separate, dedicated pedestrian bridge. The private partner’s “whole-of-life” view drove solutions that not only minimized penalties during the 32-month design and construction period but also minimized costs for the 30-year maintenance period. Results The roadway and a separate active transportation bridge for non-motorized users were completed on-time and on-budget including a right-of-way overpass for pedestrians; a four-lane bridge spanning the Canadian Pacific Rail mainline; reorganized and improved vehicular access and exit points; and a lower-elevation pedestrian/cycling bridge connecting with existing cycling paths at Brazier Street and Annabella Street. Improved landscape features enhance the feel of adjoining residential neighborhoods and buffer the sight and sound of the freeway.  “The Disraeli Freeway and Bridges Project partnership is a milestone for the City of Winnipeg in terms of risk management, scheduling, and construction approach.
