Through the DACF-RFG, the District Assemblies Common Fund - Responsiveness Factor Grant, the FC in Ghana supports performance-based transfers to all 261 municipalities or districts (Metropolitan, Municipal and District Assemblies, MMDA). For this purpose, an annual performance assessment is carried out in all districts by independent consultants. Depending on how well the districts perform, they receive more or less additional unrestricted financial allocations that they can use to invest in priority social infrastructure projects. In addition, all districts have funds available for capacity-building measures, preferably in the areas in which they performed poorly in the performance assessment. In addition to Germany, Switzerland and the Ghanaian partners also contribute to the DACF basket funding. The aim of the project is to improve the performance of the districts in terms of compliance with the principles of good governance, relevant legal and political requirements and the provision of public services, as well as the implementation of priority social infrastructure measures from which the population in the districts benefits.
