Since 2009, Germany has been supporting the national financial equalization system together with other donors (currently Switzerland) and the Ghanaian government. This system provides transfer payments to the districts, from which priority social infrastructure projects are financed. The amount of the transfer payments depends on the districts' performance in meeting administrative and legal requirements, which is collected annually by independent consultants in a nationwide study. The aim is, on the one hand, to improve the administrative performance of the districts and, on the other hand, to improve the provision of important infrastructure in order to contribute to improving the living conditions of the population. Since 2018, the performance-related transfer approach has been fully integrated into the national system via a performance window (the Responsiveness Factor Grant) in the District Assemblies Common Fund (DACF). The project is expected to run for 2 years (2020 - 2021). The FC contribution amounts to EUR 30.0 million in the form of a grant.
