The development objective of the Djibouti Urban Poverty Reduction Program Project are to increase access to and use of local infrastructure and basic urban services, community development and micro-finance by the targeted poor population of Djibouti-Ville and secondary urban centers. There are three components to the project. The first component is the improvement of infrastructure. This component will deliver investments which will benefit to a large percentage of the resident population, and serve as a pilot demonstration for the future redevelopment of other equally well structured areas of the city. These will be concentrated on the rehabilitation of some of the internal road network, so as to facilitate the internal transit of public transport and of other vehicles. Increased mobility will result in more effective economic activities, greater exchanges between the neighborhood and the rest of the city, and greater security. The road rehabilitation will include drainage channels and the upgrade of the dry or pour-flush latrines as they are mostly interfering with the public roadway. The second component is the community development. This component will provide support to neighborhood associations and to national Non Governmental Organizations (NGOs) to pursue opportunities of community development, on the basis of the experience accumulated under the social development and Public Works Project (PDSTP). Finally, the third component is the technical assistance and project management. This component will support the full and effective establishment of Djibouti Social Development Agency (ADDS) with the acquisition and installation of a management information system. Financial audits will be covered under this component.
