Description | The project involves development of two wind farms with a combined capacity of 170 MW at Daloda and Piploda taluka in Mandsour and Ratlam district of Madhya Pradesh, India (the “project”) being set up by two Special Purpose Vehicles (SPVs) namely DJ Energy Private Ltd (“DJEPL”) and Uttar Urja Projects Private Limited (“UUPPL”). DJEPL and UUPPL are wholly owned subsidiaries of Surajbari Windfarm Development Pvt Ltd (“SWDPL”). SWDPL along with its subsidiaries is currently operating wind projects of a total capacity of 127MW in the states of Gujarat and Maharashtra, India. Another 115MW project is under construction in Maharashtra. Continuum Wind Energy Private Limited (“CWEPL”) incorporated in Singapore is the holding company of SWDPL.The project involves procurement, erection, testing, commissioning, operation and maintenance of 85 wind turbines, with a unit generating capacity of 2MW each to be supplied by Inox Wind Limited (Inox).The companies have entered into a fixed price contract with Inox for the supply of turbines, erection and commissioning (“E&C”) and turbine operation & maintenance (“O&M”). The responsibility for remaining project development activities including land acquisition and project approvals, internal/access roads, SCADA building, turbine foundations, evacuation infrastructure, external & internal transmission lines and civil works remains with the companies. The construction phase is expected to be 15-18 months and the project is planned for commissioning by the end of September 2015.Transformers will be located near the turbine within an access controlled area and will be connected to the overhead conductor at 33 kV which in turn will connect to the transformer at the pooling substation. The pooling station (200 MVA, 33/220 kV capacity),is located at Bhatkheda and will be used for the project. The turbines are located within a 20-25 km radius of the pooling substation. The pooling station will be connected to the project site/turbines through six single/double-circuit feeder lines of 33 KV each with a carrying capacity of around 30MW or suitable combination. Power from the pooling station will be evacuated through a 20 km 220KV double circuit transmission line to the existing substation at Daloda (33/220 kV capacity). This double circuit line is currently under construction. The pooling station along with the 20 km transmission line will be shared by the two companies as per government regulations. The transmission line along with other associated facilities at the substation will be handed over to Madhya Pradesh Power Transmission Company Limited (MPPPTCL) after construction.The project sites are located in an area containing twenty villages of Piploda and Dalauda taluka in the Ratlam and Mandsaur districts. Each turbine and associated transformer will be located in a land plot of approximately 1.75 hectares (ha). Additional land will be required for construction and maintenance period (like for use by cranes during both turbine installation and maintenance work, for access and internal roads, 33kv ht line, site office etc). The total estimated land area required for project is around 167 ha (including about 11.5ha of private land) spread over non-contiguous parcels, including land for access roads, internal lines, and a maintenance area. The project envisages using 155 hectares of revenue land (owned by the government and spread over about 65 non-contiguous parcels) and has received land use permission/possession rights for a period of 25 years. Some privately owned land (currently estimated to be about 11.5 ha used mainly for agricultural purposes (rain fed/single crop) will be required (either for temporary or long term use), mainly for the construction and maintenance of access roads and transmission lines.The project site is located close to operating and under construction wind farms owned by several other developers. Currently the total installed capacity of the operating wind projects is less than 100 MW and another 200 to 400 MW is under different stages of planning and development (in the radius of 50kms). |
