Description | The proposed PforR Program focuses on foundations enabling economic diversification and job creation in Djibouti in the following three results areas (RA). RA1: SOE reform and access to public procurement markets. Key priorities include: - supporting the foundations of the SOE reform aiming to improve the governance and performance through defining the rationale and define strategic direction for the SOEs, improving transparency and predictability of SOEs operations, and strengthening SOE oversight institutional capacity, as well as ensuring a consistent and portfolio-wide approach to SOEs and strengthening SOEs financial discipline. - supporting digitalizing procurement through the implementation of an e-Government Procurement (eGP) system. By strengthening value for money and expanding access to public procurement, the initiative aims to foster increased competition and competitive neutrality, improve the quality of bids, reduce opportunities for fraud and corruption and promote a more transparent public spending process and increase availability for women to participate. RA2: Mobilizing strategic private investments. Key priorities include:- enabling sectoral and cross-cutting reforms.- facilitating access to serviced land to investors.- mobilizing strategic private investments (including through PPPs).RA3: Enhancing SME Competitiveness. Key priorities include: - improving access to finance for SMEs.- strengthening firm capabilities and SME competitiveness. |
