The objective of the Social Protection Investment Project of the Dominican Republic is to improve the coverage, targeting and effectiveness of the Borrower's social protection programs, through the provision of legal identity documents to poor Dominicans, institutional strengthening of targeting mechanisms, and increased monitoring and evaluation of social programs. There are 3 components to the project: Component One, Provision of National Identity Documents , will improve access of poor households to basic social services and economic opportunities, through provision of identity documents to 400,000 poor Dominicans. Component Two, Strengthening Social Protection Services, will build the capacity of the Social Cabinet, the Single Beneficiary Selection System (SIUBEN), and social program monitoring and evaluation by civil society. Component Three, Coordination of Loan Implementation, will provide financing sufficient to hire a Project Coordinator, two component coordinators, a secretary and one M&E specialist, who will be integrated into the operations of the Technical Unit for Coordination of the Social Cabinet (TUCSC), with a financial management specialist and a procurement specialist integrated into the Financial Administration Department (DAF) of the Social Cabinet.
