Opportunity Parc Downsview Park Inc. issued a request for qualifications (RFQ) for the Allen Lands Development Project, a government high-security office building in Toronto, on 29 March. The procurement is for the design, construction, financing and facility maintenance services for an approximately 230,000 square-foot office building that may include underground parking. The building, when complete, will house a group of Government of Canada departments. The procurement is being conducted by Jones Lang LaSalle (JLL) Real Estate Services on behalf of Parc Downsview Park Inc. The project is being sponsored by Public Services and Procurement Canada (PSPC) and will be implemented through a process that will require the respondent to design, build and finance the facility then lease it back to the sponsor through a long-term lease while still managing the building’s facilities over the term of the lease. Responses to the RFQ are due 8 May and a shortlist is expected by 15 May. The RFP will be released to shortlisted teams in October and responses are scheduled to be due in March 2020. A preferred proponent is slated to be announced in June 2020. The building is required to be in service no later than 1 June, 2023.
