NASA / SSC Dual Use Technology Development Cooperative Agreement Notice (CAN) 2020 John C. Stennis Space Center (SSC) is the primary NASA rocket propulsion testing center. SSC tests items ranging from multi-engine stages to individual components of rocket engines. Propulsion test customers include NASA, the Department of Defense and the commercial space launch industry. SSC manages a large federal city that is home to over forty federal, state, university and industry entities. SSC manages a restricted airspace that is available for development, testing and operation of unmanned aerial vehicles. SSC engineering laboratories design and test electronics, sensors, algorithms and mechanical components. The National Aeronautics and Space Administration (NASA) is chartered in the National Aeronautics and Space Act [51 U.S.C. § 20101 et seq.] with, among other objectives, the expansion of human knowledge of the Earth and of phenomena in the atmosphere and space. Working from this Congressional authorization, U.S. National Space Policy directs NASA to advance fundamental scientific knowledge of our Earth system, Solar System, and the Universe. Purpose: This CAN supports identification and implementation of cost-sharing partnerships with commercial firms, academic institutions, and nonprofit institutions to develop technology to meet a specific NASA need at SSC. Scope: This notice seeks responses from potential partners interested in entering into a Cooperative Agreement with NASA for the joint development of technologies to meet SSC needs. These technology development projects are managed by the Chief of the Test Technology branch at the John C. Stennis Space Center, Stennis Space Center, MS. Areas of Interest: SSC technology interests, include, but are not limited to, the following: Propulsion system test technology ·        In-line cryogenic quality measurement ·        Cryogenic flow measurement Innovative components & materials ·        Cryogenic pumps ·        Valves designed for 15kpsi and higher Autonomous & intelligent systems ·        Machine learning & adaptive systems ·        Anomaly detection & identification ·        Fault tolerant systems ·        Autonomous operations Big data processing & analysis ·        HPC & cloud computing ·        Real-time, high-speed, streaming data analytics ·        Predictive monitoring and forecasting Advanced sensors & instruments ·        Internet of Things (IoT) ·        Nonintrusive flow monitoring ·        NDE of pipes and structures Systems engineering & optimization ·        MBSE of multi-domain systems using SysML and/or MATLAB ·        Optimization of operations & logistics ·        Automation of system design ·        Robust cost estimation tools/practices Image & signal processing ·        High-speed signal processing ·        Deep learning & neural networks Computational modeling & simulation ·        CFD Airspace management ·        Airspace monitoring & control Decision support tools & systems ·        Software development & test ·        Predictive & Condition Based Maintenance Science Mission Support ·        Develop hardware, software, algorithms and/or processes to expand the role of NASA science assets in data-driven environmental management Academic Rocket Propulsion Testing
