The Durango 1900 MW combined-cycle power plant project, also known as the Doroteo Arango project, was announced by CSI Biosphera SAPI de CV as a private energy development in Mexico. It was planned to begin construction in 2020 and start operations by 2023 but has been stalled due to financing gaps, regulatory issues, and geopolitical concerns involving potential Chinese financing. The project was designed as a private venture selling electricity to the Federal Electricity Commission (CFE) under a 30-year concession, with an estimated cost of $1.82 billion. Siemens Energy and its local partner Grupo Integral Dragde had proposed an EPC contract worth approximately $787 million, which expired without signature. The project faces challenges from Mexico's shifting energy policy favoring public-sector generation and concerns about corruption and political interference.
