The project will support Dushanbe in addressing its urgent challenges in solid waste management, which is essential for the city’s green and resilient urban development. Improving solid waste management in Dushanbe will set the city on a long-term path towards a circular economy, in which resources are re-used and waste is minimized. Moving towards a greener future will require Dushanbe to adopt good practice principles in waste management and move up the waste hierarchy, by increasing recycling and re-use of materials, and eventually achieving more ambitious goals on waste reduction, minimization and prevention. Doing so would yield multiple benefits of an attractive urban environment that supports economic growth and increased livability for all residents of Dushanbe.Component 1: Solid Waste Collection Efficiency. This component will improve the adequacy and efficiency of solid waste collection services operated by the four collection SUEs. It includes improvements to collection points and collection equipment/vehicles. In addition, source separation of waste and composting activities will be piloted in selected areas of the city. The operation of the waste collection system will be optimized for maximum efficiency through the use of innovative technology solutions for equipment and operations.Component 2: Solid Waste Treatment and Disposal. This component will upgrade and remediate the physical and operational aspects of Dushanbe’s landfill, while also improving environmental performance to remediate air and water pollution, contributing to climate change mitigation through landfill gas management, increasing resource recovery, and meeting the needs of waste pickers. Component 3: Institutional Strengthening. This component will strengthen the broad institutional aspects of integrated solid waste management in Dushanbe, enhancing the necessary institutional capacity, while also improving performance management within an adequate policy framework. This will include developing the city's solid waste sector plan and solid waste management system, performance improvement plans for the operating SUEs, enhancing solid waste tariffs and billing, public information campaigns, and a roadmap for green, climate-smart and technology-informed urban development.Component 4: Project Management Support. This component will support the incremental operating costs for the Project Implementation Grop (PIG), and project management consultants.
