The proposed IFC investment is a senior A-loan investment of up to US$17.5 million and the mobilization of other lenders by IFC for another up to US$17.5 million to Groupe Duval (“Duval” or “the Group”) and its subsidiary, Duval Great Lakes (“DGL”) to support the construction of a mixed-use property building (the “Project” or “Project Inzovu”). The Project will be located on a site where a government building housed the supreme court which has already been demolished at the time of appraisal. This Project involves the construction of a mixed-use property complex that includes a shopping, food & beverage and entertainment area, a serviced apartment hotel, as well as office, co-working and conference space. The Project is planned to constitute a total of 41,057 sqm of gross building area and is located on the Western side of Kigali, in an area called Kimuhurura, opposite the Kigali Convention Center.
