The development objective of the E-Development Project for the Ukraine is to enhance efficiency of the Government's decision-making process for public procureement and documentation flow, foster private sector development, and strengthen civil society through introducing innovative models of Information and Communication Technologies (ICT) solutions. There are three project components. The E-Government component provides for development and introduction of the public E-Procurement and E-Documentation flow models aimed at increasing efficiency and transparency of the Government actions. amendments required to facilitate introduction of the Internet-based transactions in the procurement cycle, and carrying out a pilot testing in one of the Borrower's state agencies with larger volume of the procurement transactions. Fine-tuning of the developed model will be based on the feedbacks and recommendations from public agencies and vendors to assure its replicability. The E-Documentation flow subcomponent will develop the most appropriate model for documentation flow to increase efficiency of the decision-making processes (preparation, appraisal, approval, implementation, supervision and completion phases) of the document flow for issuing and monitoring the resolutions and orders of the Borrower's Cabinet of Ministers, extended pilot testing thereof, and introduction of a workflow information system to allow the secure processing and exchange of e-documents. The second component, the E-Business Environment component, will assess the main bottlenecks in current legislation that hamper e-business growth. Legislative, normative and regulatory environment adequate to accelerate enabling on-line transactions will be developed. It will also provide framework for their introduction and secure a favorable e-business regulatory environment for the other Parts of the Project, thereby complementing them. The third component, the Public-Private E-Dialogue component, will provide for on-line tools for an exchange of ideas between public authorities and representatives of private sector and civil society at the national and regional levels. Introduction of these tools would i) improve public sector transparency, and ii) strengthen the role and involvement of civil society in the governance process.
