The development objective of the Second Phase of the Eastern Africa Regional Transport, Trade, and Development Facilitation Project for Kenya is to improve the movement of goods and people along the Lokichar-Nadapal and Nakodok part of the Eldoret-Nadapal and Nakodok road in the north western part of Kenya, in particular, and to enhance connectivity between Kenya and South Sudan, in general. The project comprises of four components. The first component, upgrading selected critical road infrastructure includes support to Kenya national highway authority (KeNHA) for upgrading the Lokichar-Nadapal an dNakodok (338 kilo meter (km) of which 298 km to be financed by International Development Association (IDA)) and part of the Eldoret-Nadapal and Nakodok road in Kenya, with the associated supervision costs. The second component, facilitation of regional transport, trade, and development supports promotion of sound transport, trade, and development facilitation measures, to increase the efficiency of the corridor. It consists of following three sub-components: (i) support to Kenya revenue authority (KRA) to carry out a program of activities designed to implement transport, trade, and development facilitation measures; (ii) support to KeNHA to carry out a program of activities designed to implement transport, trade, and development facilitation measures; and (iii) support to ministry of transport and infrastructure (MoTI). The third component, institutional development and program management consists of following four sub-components: (i) strengthen the institutional capacities of entities involved in project implementation including; (ii) support to strengthen the national transport and safety authority to implement the safe system; (iii) provision of advisory services, training, and operating costs to KeNHA; and (iv) provision of technical assistance. The fourth component, enhancing internet connectivity will provide support to information and communication technology authority (ICTA).
