Decree No. 10,134, of November 26, 2019, qualified the policy of promoting establishments in the public early childhood education network for the purpose of feasibility studies and alternative partnerships with the private sector for the construction, modernization and operation of establishments in the network. public early childhood education in the States, the Federal District and the Municipalities. The qualification of the policy originated from a demand from the Ministry of Education, due to a diagnosis of a relevant deficit of places in the early childhood education system. The National Education Plan (PNE) establishes that the provision of early childhood education in daycare centers must be expanded to cover at least 50% of children up to 3 years old, highlighting the need for 1.5 million new places in daycare centers , until 2024, which represents a 42% increase in the quantity offered in 2020. The studies aim to identify models that enable the provision of public early childhood education services with greater quality and efficiency, through partnerships with the private sector, helping public entities to achieve the goals of the National Education Plan (PNE). The structuring of the project preserves the premises inherent to public schools, so that the units make up the official education network and guarantee: Equal conditions for access and stay at school Free and quality public education; Valuing education professionals. The PPP in early childhood education brings the possibility of reducing the deficit of places, with greater quality in operations and services, speed in the execution of works and meeting legal limits and fiscal responsibility. In the PPP model, services provided by daycare centers and schools will remain free and the public authorities will remain responsible for defining pedagogical and didactic plans. The private partner will be responsible for building and operating the units, being remunerated by the public authorities. The modeling is structured by BNDES and the consortium of consultants hired (Fundação Getulio Vargas, Dal Pozzo Advogados and Faccio Arquitetura) for this purpose.
