The project entails the development of the East Third Ring Road-Lintong Highway PPP in Shaanxi Province, central China. The starting point of the road is Hanyu Village, Fenghuang Avenue, Lintong District, and the end point is connected with Fangsi Road, Liucun, Zaoyuan, Baqiao District. The total length of the road is 11.744 km, of which 1.6 km in the territory of Lintong and 10.144 km in the territory of Baqiao.The project also involves about 174,000 sqm of pavement surface; 1 extra-large bridge (1898 meters); 3 bridges (718 meters); 6 culverts; 830 meters of tunnels; 2 intersections; 2 pedestrian bridges; 12 new separate interchanges; 4 interchanges; and 1 maintenance work area. The sponsor consortium comprises Shaanxi Communications Holdings Group Co., Ltd. (leader of the consortium), Shaanxi Road and Bridge Group Co., Ltd. (member of the consortium), Shaanxi Transportation Planning and Design Research Institute Co., Ltd. (member of the consortium). Shaanxi Communications Holdings Group won the PPP contract in July 2022, following a competitive bidding process beating 4 other consortiums (China Communications Road and Bridge Construction, Hubei Provincial Road and Bridge Group, China Railway First Bureau Group and China Railway 20th Bureau Group). The total value of the contract is $251.79 million (CNY1700.65 million), and the control engineering construction started in November 2022. The road is planned to open to traffic in 2025 with a designed speed of 80 km/h.
