Description | Eastern Kazakhstan and Semipalatensk are two regional electricity distribution companies that served about 1.8 million customers. In June 1999, a subsidiary of AES assumed long-term managerial control of two regional electric distribution companies (‘‘RECs’’) in Kazakhstan as part of a settlement of receivables outstanding from the government of Kazakhstan. The Company’s claim against the government was for electricity previously provided. The contractual rights to control the operations of the RECs received in this transaction were valued at approximately $26 million, based on the net present value of incremental cash flows expected to be received as a result of operating the RECs.
