Description

Description

The objectives of the eBenin Project for Benin are to: (i) improve access to lower cost and better quality Information and Communication Technology (ICT) services, and (ii) enable the development of e-applications, in the Recipient's territory. There three components to the project. The first component of the project is creating an enabling environment for improved access to ICT services. The project will not support direct investment in infrastructure. However, it will facilitate increased access to ICT services by supporting the Government's efforts to implement the building blocks of an effective legal, regulatory, and institutional framework to foster competition in the sector and ensure that it delivers the promise of improved access. The objectives for this component consist of: (i) empowering the regulator and the line ministry; (ii) improving the quality of ICT service; and (iii) lowering the cost of access to broadband services. The second component of the project is enabling e-applications and facilitating uptake of e-business. This component will support the Government's efforts to put in place the building blocks of a sound environment to enable e-government applications and to support the development of e-business. Specifically, as regards the e-government subcomponent, the key focus is the creation of a legal framework, enterprise architecture (EA), and interoperability standards for e-government applications. The third component of the project is effective project implementation and monitoring and evaluation (M&E). The project will support incremental operating costs related to the project implementation unit, which is about to be established with funding from a project preparation facility (PPF). The project implementation unit will be responsible for project management, procurement, and financial management. This subcomponent will cover the costs of equipment, vehicles, and minor civil works such as office rehabilitation, training, and other operational and maintenance expenditures. It will also cover the costs of implementation related studies.
