The European Blind Union (EBU) envisions a Europe where blind and partially sighted (BPS) people are fully included, empowered, and able to lead self-determined lives. Aligned with the UN Convention on the Rights of Persons with Disabilities and the 2030 Sustainable Development Agenda, its 2026–2028 strategy focuses on advocacy, empowerment, inclusion and systemic change. Over the next three years, the focus will be on strengthening the BPS movement through improved governance, increased member engagement and the establishment of a permanent presence in Brussels to deepen participation in EU-level processes. Key efforts will target the promotion and defence of the rights of BPS individuals, particularly in areas such as digital accessibility, mobility and employment. Specific advocacy campaigns will address issues like inaccessible household appliances, the use of Acoustic Vehicle Alerting Systems and the need for cross-border recognition of disability status. Diversity and inclusion will be embedded throughout, with dedicated initiatives for underrepresented groups, including women, older persons and youth. Forums and expert-led activities will support intersectional dialogue and capacity-building, while peer exchanges and thematic meetings will enhance community cohesion. The promotion of braille literacy, including its use in science, technology, engineering and mathematics, and efforts to achieve its recognition as intangible cultural heritage, will continue as core priorities. EBU efforts will also focus on improving digital inclusion, supporting members in navigating emerging technologies, and engaging the private sector to promote accessible financial services. Advocacy in the field of employment will be reinforced through the dissemination of the EBU Guidelines on Reasonable Accommodation and collaboration with labour organisations. Further initiatives will address the right to free movement, safer urban environments and greater access to leisure and sport.
