Eco Power (EPL), from Sri Lanka, was developing two mini hydropower plants, Alupola and Badulu Oya, of 2.4 and 5.8MW respectively. Annual output of a combined 37GWh was expected. The name of the project company of Badulu Oya was Highland Energy Developments Pvt. Ltd. The location of the projects is: Badulu Oya: Uva Province, Badulla District Alupola: Sabaragamuwa Province, Ratnapura District Output was to be sold to the Ceylon Electricity Board, through a standard PPA for <10MW. The capacity factor of Badulu Oya was expected to be 58%. For Alupola this was 57.7%. Expected operational life was 30 years. Construction started in March 2003 (Alupola) and January 2003 (Badulu Oya). Commissioning was expected for June 2004 (Alupola) and June 2007 (Badulu Oya). Financing was to come from commercial banks. Total cost was unknown, but estimated at 8.2 million. Financial closure date was unknown, but estimated at June 2004 (construction completion Alupola).
