Description

Eco Power (Pvt.) Ltd, from Sri Lanka, developed the 3.0MW Hulu Ganga 1 and 2.95MW Hulu Ganga 2 small hydropower plants (run-of-river). The projects consisted of Francis turbines. The capacity factor of plant 1 was expected to be 39.4%, and 44% for plant 2. Annual output was expected to be 10.3GWh and 11.3GWh respectively, totaling 21.6GWh. Output was sold to the Ceylon Electricity Board (CEB), via Standard Power Purchase Agreements under 10MW. Construction of plant 1 started in April 2002 and was expected to be completed in June 2003. Plant 2 was expected to start construction in March 2004, with commissioning in January 2006. The operational life was expected to be 30 years. According to UNFCCC the project already received CERs from January 2003, which seems to be before construction started. More info required. Financing came from the sponsor and from domestic commercial banks. Financial closure date was unknown, but estimated at June 2003 (commissioning plant 1).
