Description | The FC module for promoting vocational training is part of the development cooperation program for promoting the economy and employment in Rwanda. The aim of the FC module is to increase the number of graduates with relevant qualifications for the labor market in FC-supported vocational schools, with the overarching goal of increasing the employment of qualified workers. This will be based on both the Rwandan government's plans for vocational training and the corresponding sector strategies of the BMZ. Phase II will significantly expand the demand-oriented financing measure taken up in Phase I (development and testing of a concept for the performance-based transfer of public funds to private vocational schools). It was agreed with the project sponsor that in a possible Phase II, public and private vocational schools will be funded in equal parts. The total cost of the project (Phase I) is EUR 6.05 million. The FC contribution is EUR 5.5 million. Phase II has an FC volume of EUR 20 million. The recipient of the FC contribution is the Rwandan government, represented by the Ministry of Finance and Economic Planning (MINECOFIN). In accordance with its statutory mandate, the Workforce Development Authority (WDA), which is under the supervision of the Ministry of Education, will represent the Rwandan government as the project sponsor in planning, implementation and operation. |
