Description | The FC module for promoting vocational training is part of the development cooperation program for economic and employment promotion in Rwanda. The aim of the FC module is to increase the number of graduates with relevant job market qualifications in FC-supported vocational schools, with the overarching goal of increasing the employment of qualified workers. This is based on both the Rwandan government's plans for vocational training and the corresponding sector strategies of the BMZ. To achieve the above-mentioned goals, three measures will be financed in the first phase of the project. Firstly, six to 15 public vocational schools (project schools) will be selected based on criteria, equipped in accordance with CBT standards, rehabilitated and/or expanded and offer relevant training and further education. Secondly, the management of the project schools will be improved with regard to efficient and sustainable operation. The third measure involves the development and testing of a concept for the performance-based transfer of public funds to private vocational schools. This demand-oriented financing could be significantly expanded in a possible Phase II of the project. The total cost of the project (Phase I) is EUR 6.05 million. The FC contribution amounts to EUR 5.5 million. The programme proposal presented here also includes a review of the stocks for a possible second phase with an FC volume of up to EUR 15 million. The recipient of the FC contribution is the Rwandan government, represented by the Ministry of Finance and Economic Planning (MINECOFIN). In accordance with its statutory mandate, the Workforce Development Authority (WDA), which is under the supervision of the Ministry of Education, will represent the Rwandan government as the project sponsor in planning, implementation and operation. |
