Description
Description | The Economic Reform Technical Assistance Project for Sri Lanka aims to stengthen the government's capacity to implement the economic reform agenda. This will be achieved by funding priority technical assistance that will provide government with the executive capacity required to implement its reform agenda. The implementation of the government's economic reforms will in turn expand the role of the private sector in the economy and put the country on the path of higher economic growth and faster poverty reduction. There are four project components. The first component strengthens the government's reform management capacity. The second component privatizes the People's Bank; provides technical assistance for the Asset Management Company; builds the capacity of the non-bank financial regulator; finances the establishment of the Pensions Reform Office, and supports private sector participation in the water sector; finds assistance to the Public Utilities Commission; and finances the regulatory framework for the telecommunications sector. The third component supports the design and implementation of a suitable mass communications strategy. The fourth component establishes and operates the Challenge Fund, which will manage a pool of technical assistance funds that can be flexibly allocated to sub-projects. This Fund will allow the relevant line ministries and government entities to respond flexibly to a dynamic and developing agenda. |
