The Empresa Concessionaria de Rodovias do Sul S.A.(Ecosul) won the 25-year concession awarded by the State of Rio Grande do Sul on July 24, 1998. Ecosul was controlled by a consortium comprising four companies and lead by Primav Construcoes Ltda., which has a share of 50%. The concession is a ROT (Rehabilitate, Operate and Transfer) type. The bidding process was competitive and the award criteria was the highest quantity of KM of highway the concessionaire would invest. Ecosul is responsible to rehabilitate three pieces of three different highways in the southeast region of the State of Rio Grande do Sul. The first is a 260.5 km extension piece, which extends from the city of Camaqua to the city of Jaquarao. This first piece is a part of the highway BR-116/RS. The second is a 161 km extension piece, which extends from the city of Pelotas to the city of Bage. This second piece is a part of the highway BR-293/RS. The third is a 201.8 km extension piece, which extends from the city of Rio Grande to the city of Santana do Boa Vista. This third piece is a part of the highway BR-392/RS. The three road segments form an area known as Polo Pelotas. Ecosul committed to invest US$ 101.5 million (R$ 117.7 million) to rehabilitate the Polo Pelotas during the 25 years of concession. In 2002, a holding company called Grupo Primav EcoRodovias SA (Primav EcoRodovias) was created. Primav EcoRodovias is controlled by Grupo CR Almeida (65%) and the Italian group Impregilo (35%). As of 2003, Primav EcoRodovias was controlling 49.99% of the total capital of Ecosul and two other toll-road concessions in Brazil (Ecovia-Caminho do Sol and Ecovias - Imigrantes). 2001 - US$ 8.51 million (R$ 20 million) 2002 - US$ 1.72 million (R$ 5 million) 2003 - US$ 3.1 million (R$ 6.2 million)
