Description
Description | The development objective of the Disaster Risk Management Development Policy Financing (DPF) with a Catastrophe Deferred Drawdown Option (Cat-DDO) for Ecuador is to strengthen the Government of Ecuador’s program to manage risks resulting from climate, disaster, and public health shocks by: (i) enhancing institutional capacity, and (ii) mainstreaming resilience and climate adaptation in selected sectors. Ecuador has a solid legal framework for disaster and health crisis management, including clear institutional roles, a formal disaster declaration mechanism that serves as the trigger, and mandated tools such as national and local disaster risk management (DRM) plans and a disaster risk financing (DRF) strategy, all articulated in the 2024 DRM law and its regulations. The Cat-DDO builds on the progress and lessons learned from a series of DPF operations, Investment Project Financing (IPF), and non-lending technical assistance (TA) activities. This operation reinforces the Government of Ecuador (GoE’s) ongoing efforts to strengthen institutional, technical, and financial capacities for managing disaster and climate change risks. |
