Description

The proposed Green and Resilient Infrastructure Program in Ecuador is structured as a Multiphase Programmatic Approach (MPA) with an estimated envelope of up to US$1,000 million over a ten-year horizon. The Program aims to expand access to sustainable, inclusive, and resilient territorial development and increase financing for infrastructure investments in Ecuador in priority sectors.Phase 1 will be implemented as an Investment Project Financing (IPF) operation and will establish the foundational financial and institutional systems required to scale up resilient infrastructure financing over time. The Project will operate through a financial intermediation (on-lending) model, channeling long-term financing through the Banco de Desarrollo del Ecuador B.P. (BDE B.P.) to eligible subnational governments, public utilities, and other eligible entities, in accordance with eligibility criteria defined in the Project Operational Manual.Phase 1 will combine: (i) financing of an initial portfolio of resilient and sustainable infrastructure subprojects; (ii) financing for project preparation and targeted technical assistance to improve project readiness and implementation capacity among eligible clients; and (iii) institutional strengthening of BDE B.P., including enhancements to financial management, credit and risk management, capital planning, procurement, digital systems, environmental and social risk management, and project supervision.Subsequent phases of the MPA are expected to scale up financing volumes, expand sectoral and territorial coverage, and progressively introduce blended finance and risk-sharing instruments to support increased private capital participation, based on lessons learned and improved institutional and market readiness.
