Description | The Edmonton Capital Line South Extension - Phase 1 project (the Project) is an extension of the current 21 km Edmonton Light Rail Transit (LRT) Capital Line. This Project will add a 4.5 km extension of double track from Century Park to Ellerslie Road allowing the rapidly growing Edmonton southwest access to LRT. The Project consists of the following scope: - Two new permanent LRT stations - Twin Brooks and Heritage Valley North; - An underpass at the 23 Avenue crossing; - Two new bridges - across Anthony Henday Drive and adjacent to the Blackmud Creek bridge; - Phase 1 of an operations, maintenance and storage facility (OMF) south of Anthony Henday Drive that will include primary storage for up to 40 Light Rail Vehicles (LRVs), storage tracks in the wash bay for up to 20 LRV; and light maintenance area for up to 6 LRVs; - The purchase of at least 10 high-floor LRV’s; - Heritage Valley Park and Ride integration with at-grade Heritage Valley North Station; and, - Installation of the required utilities, communications, and environmental mitigation. This Project aligns with the Green Infrastructure Climate Change Mitigation investment stream by increasing access to clean energy transportation and also aligns with the Public Transit stream by improving the capacity of public transit infrastructure; improving the quality and safety of existing and future transit systems; and improving access to public transit systems. The project will benefit the community by: supporting growth in the fastest growing sector in the city; improving the viability of future LRT investment; providing opportunity for economies of scale; leveraging investment in park and ride facilities; facilitating future expansion and long term planning; improving mobility and supporting sustainable, affordable growth; creating employment and other opportunities; supporting a cleaner environment; delivering the project with manageable risks; taking advantage of land in existing right of ways; aligning with plans and initiatives; and having a positive benefit-cost ratio. |
