Description | Opportunity The Edmonton Valley Line LRT is a 27-kilometre low-floor rapid transit line that will run from Mill Woods to Lewis Farms, crossing through downtown. The project will be completed in multiple stages. The southeast leg is being delivered using a public-private partnership and is expected to be complete by 2020. In 2016, the Valley Line West extension received funding through the Government of Canada's Public Transit Infrastructure Fund to update the preliminary design that was completed in 2013. This funding also covers work to determine the most appropriate delivery method and to develop a business case. Three teams responded to an RFQ by the 24 February deadline to DB and partially finance Edmonton’s Valley Line West Light Rail Transit. The city will evaluate submissions, listed below, and announce a shortlist on 12 March. The RFP will then be released on 13 March. Aecon/Dragados Valley Line West Joint Venture: ACS Infrastructure Canada Inc., AECON Concessions, Aecon Infrastructure Management Inc., Architecture 49 Inc., Dragados Canada Inc., Kasian Architecture Interior Design and Planning Ltd., Klohn Crippen Berger, Ledcor CMI Ltd., Platinum Engineering Ltd., SENER, SES Canada, WSP Canada Inc. Marigold Infrastructure Partners: Colas Infrastructure Canada GP, Parsons Inc., Francl Architecture Inc., Fast + EPP, Stantec Inc., PCL Construction Management Inc. UrbanTransit: Astaldi Canada Enterprises Inc., Salini-Impreglio S.p.A, FCC Construccion S.A., IBI Group Inc. Financial bids will be due on 3 October, and a preferred proponent will be selected and announced on 14 October. Project Details Commercial close is expected at some point in December. This is the second procurement process for the 14-km (8.7-mile) Valley Line West LRT, which will extend the current line from 102 Street Downtown Edmonton to Lewis Farms in west Edmonton. The project is the second stage of the Valley Line, a 27-km urban-style LRT line that will operate between Mill Woods in southeast Edmonton and Lewis Farms in west Edmonton. The project's total costs including land, light rail vehicles and city costs have been estimated to be CAD 2.67bn (USD 2bn). The city has estimated the contract's value at CAD 1.7bn. The private partner will be required to provide 20% of the project's capital cost, which portion is predicted to be approximately CAD 400m. The remaining part of the cost is fully funded on a 40:40:20 basis by the Canadian, Albertan and city governments. |
