The General Education Project in Lebanon, aims at enhancing the capacity of the Ministry of National Education, Youth and Sport (MNEYS), in an effort to manage education effectively, and restore credibility in the public education system, by improving the quality of, and access to education. The two main components are: 1) the management and institutional development, will introduce an Education Management Information System (EMIS) to support, and document decision-making practices, and develop a national education strategy. The improved administrative capacity of the MNEYS will enhance responsiveness, and ensure a sectoral strategic capacity. Professional development will be addressed, to include the establishment of a Strategic Planning Unit, and, the rationalization of the teaching staff, will include the identification, and implementation of policy measures for an improved distribution of teachers, and schools. In addition, an in depth operational study, and an action plan will be conducted, and implemented, addressing a more equitable system of educational financing; and, 2) the quality enhancement component will upgrade public educational facilities, through civil works, and furniture/equipment supply. Teacher training is included, and reinforced by inspection and counseling functions to upgrade skills. Examination and evaluation practices will be enhanced, as will the teaching/learning process through the introduction of new technologies. Project implementation, and coordination costs will be included.
