The project is part of a donor basket financing to support the Palestinian Ministry of Education (MoE) in implementing the currently valid Palestinian Education Strategy (ESSP). The basis is a Joint Financing Arrangement (JFA) between the MoE, Germany (represented by KFW), Finland, Norway and Ireland. The ESSP comprises six sub-programs (1) pre-school education; (2) basic education; (3) secondary education; (4) vocational training; (5) non-formal education; (6) governance and management. The specific measures to be implemented are determined within the framework of annual Annual Work Plans and Budgets (AWPB). The AWPBs cover a wide range of measures, including the construction, expansion, rehabilitation and equipment of schools and other educational institutions, educational administration facilities, training of teachers and other staff, promotion of extracurricular activities, provision of school transport, measures for the inclusion or support of students with disabilities, etc. Important partner institutions are the MoE and the Palestinian Ministry of Finance (MoF). The partner ministries are supported in the implementation of the program by a project implementation unit in the Gaza Strip and a JFA consultant.
