Phase V of PROMINE is designed to build on the experience of previous phases and improve access to high-quality pre-school and basic education and, in some cases, secondary education in disadvantaged rural and peri-urban regions in Honduras. The implementing institution is the Fondo Hondureño de Inversión Social (FHIS), which is implementing the project on behalf of the program sponsor, the Ministry of Education (Secretaría de Educación, SE). The total cost (FC funds and own contribution) of Phase V is EUR 11.945 million. This new phase of the program is based on the processes and mechanisms used in the previous phases. Compared to PROMINE Phase IV, the investment area will be reduced by three departments that received the most investment in the first three phases of the program: Santa Bárbara, Intibucá, La Paz. As with PROMINE IV, grades 10 to 12 will be included selectively in three school networks. The most important individual measures concern (i) the construction and equipment of school facilities (preschools, basic education schools grades 1 to 9 and secondary education schools grades 10 to 12), preferably within the framework of school networks (Redes Educativas), (ii) quality of education, (iii) program-related strengthening of SE at all levels (headquarters, provinces, districts), (iv) institutional strengthening of the FHIS and (v) consulting services. The project is being implemented in coordination with the program to support decentralization processes in the education sector in Honduras, APRODE, and the TZ. The PROMINE project aims to contribute to achieving the goals of the Honduran Education Law of 2012 and the implementation of SDG 4 (quality education) in Honduras. The direct target group is around 6,500 children and young people in up to 8 rural provinces.
