The TA impact will be improved access, quality, efficiency and effectiveness of the education sector. The TA outcome will be a project design agreed upon by ADB and the Government for an investment project suitable for ADB support. The TA output wil be a feasibility study for a project prepared in accordance with government policies and priorities in the education sector and ADB guidelines and procedures.The scope of the Project includes:(i) enhancing access to and quality of primary and secondary education, which includes rehabiliation, expansion, and construction of school buildings and facilities, pre-service teacher training quality development, and support for improvement of other teaching and learning conditions.(ii) strengthening sector efficiency and effectiveness, which include (a) developing and piloting a strategy to integrate information and communication technology (ICT) in education; (b) developing and piloting a textbook rental scheme; (c) implementing measures to improve budgeting and financial management, staffing management, and teachers' incentives; and (d) energy saving and other innovative technologies.(iii) higher education subsector reform and developing a comprehensive sector development plan, and implementing selected measures to improve the policy and regulatory framework, sector planning and management, sector financing, and the teaching and learning improvements.(iv) sector harmonization, including measures to integrate similar content and implementation arrangements across different projects and programs supported by development partners, to enhance effectiveness and impact.
