Description

The education sector in Mozambique is not efficient enough to meet demand and ensure the quality of education and training. There is a lack of classrooms and appropriate equipment, well-trained teaching and administrative staff, and adapted curricula and teaching materials. The quality deficits in education and training mean that the country lacks the critical mass of people with the necessary skills to be able to use the results of economic growth on a broad basis to overcome poverty. With the Strategic Plan for Education (PEE), the Ministry of Education (MINED) sets goals and measures for the education sector for the years 2012-16. The PEE follows the logic of the 3rd National Poverty Reduction Strategy (PARP) and aims to achieve universal primary education (MDG 2) and gender equality (MDG 3) in accordance with the Millennium Development Goals (MDG). The project is intended to help ensure stable and reliably predictable financing for the implementation of the PEE (program objective). The overall objective is to improve the educational level of the population in order to promote the economic and social development of the country. The programme measures include the construction and rehabilitation of schools and teacher training centres and other measures to improve the quality of teaching, as well as improving the organisational structure of the Ministry of Education and its capacity to fulfil its strategic tasks and financial management. The main target group is school-age children, but the PEE measures also benefit teachers, adults and school dropouts, as well as employees of the Ministry of Education. The volume of the PEE for 2012-16 is estimated at around EUR 4 billion. The FC funding contribution of EUR 15 million for 2014 is intended to support the implementation of the PEE in 2014. The project thus follows on seamlessly from earlier FC projects, which have supported education strategies since the end of 2002 with commitments totalling EUR 180 million.
