The core problems of the Mozambican education sector are that the general education offerings are quantitatively insufficient and also of low quality. The lack of education is offset by increasing demand due to the high population growth. With the Strategic Plan for Education (PEE / ESSP), the Ministry of Education (MinEd) sets goals and measures for the years 2012-16. The PEE/ESSP follows the logic of the 3rd Poverty Reduction Strategy (PARP) and aims to achieve universal primary education (MDG 2) and gender equality (MDG 3) in accordance with the Millennium Development Goals (MDG). The project is intended to help ensure stable and reliably predictable financing for the implementation of the PEE/ESSP (program objective). The overall objective is to improve the educational level of the population in order to promote the economic and social development of the country. The main target group are school-age children, but the PEE measures also benefit teachers, adults, school dropouts and MinEd employees. The volume of the PEE/ESSP is estimated at around EUR 4 billion for 2012-16. The FASE basket financing (Fund to Support the Education Sector) has become the firmly established, most important donor support for financing the PEE/ESSP. The FC funding contribution of EUR 13 million is intended to support the implementation of the PEE/ESSP in 2013 to 2015. The project thus follows on seamlessly from earlier FC projects (BMZ No. 2003 66 013, 2003 66 005, 2005 66 703, 2009 65 400), with which the education strategies have been supported since the end of 2002 with commitments totaling EUR 111.7 million through basket financing.
