The development objective of the Education and Training Project for the Royal Government of Afghanistan (RGA) is to establish priorities for education and training within the context of the economic development of Afghanistan. The project will finance : construction of five new agricultural buildings in the provinces; completion of three existing teacher training schools; building a new school teacher training school in northern Afghanistan; building a center in Kabul to train educators for teacher training schools; building new facilities in an existing mechanical school, and building a new industrial school in northern Afghanistan. Undertaking the financing of these schools could be an ineffective investment on the part of IDA, unless additional technical assistance is provided to the RGA to : a) obtain foreign experts for the Ministry of Planning in the field of human resources planning; b) provide a consulting firm to undertake a study of the steps needed to modernize book printing and distribution; and c) provide school building experts to assist the RGA in modernizing school design and construction procedures. In addition it is necessary to provide a consulting firm to recommend how business management and public administration training may be provided in Afghanistan.
