The Mozambican Ministry of Education (MINEDH) has set goals and measures for the Mozambican education sector for the years 2012-2019 in its strategic education plan Plano Estratégico de Educação, PEE 2012-2016/19 (English Education Strategic Plan, ESP). The PEE specifies the Mozambican government's priorities for the development of the education sector as set out in the government's five-year plan 2015-2019. It is in line with the Sustainable Development Goals (SDG), ensuring inclusive and quality education for all (SDG 4) and achieving gender equality and empowerment for all women and girls (SDG 5). The Education Sector Basket Fundo de Apoio ao Sector de Educação (FASE) is an established sector-wide approach and has been the most significant support from international donors for the implementation of the education sector strategy for many years. The German contributions to the basket are intended to ensure stable and reliably predictable financing for the implementation of the PEE. The project thus contributes directly to meeting the objectives of the PEE and thus to expanding the capacity and improving the quality of basic education in Mozambique. The main target group is children and young people of school age, but the PEE measures also benefit teachers, adults and MINEDH employees. Nine bilateral and multilateral donors are currently paying into the basket. Germany has been participating in the basket financing since 2003 and is now the largest contributor after the World Bank. The German contribution to the basket financing was used to finance activities in 2017 (EUR 8 million) and activities in 2018 (EUR 2 million).
