Description

The Mozambican Ministry of Education (MINEDH) has set out objectives and measures for the Mozambican education sector for the years 2020-2029 in its strategic education plan (Plano Estrategico de Educação 2020-2029 / PEE). The PEE specifies the Mozambican government's priorities for the development of the education sector, as set out in the national development strategy 2015-2035 and the priorities of the five-year plan. It is in line with the Sustainable Development Goals (SDGs), ensuring inclusive and quality education for all (SDG 4) and achieving gender equality and empowerment for all women and girls (SDG 5). The Education Sector Basket Fundo de Apoio ao Sector de Educação (FASE) was founded in 2002 with German participation and has since then represented the most significant support from international donors for the implementation of the education strategy. The German payments into the basket are intended to ensure stable and reliably predictable financing for the implementation of the PEE. The project thus contributes directly to the achievement of the objectives of the PEE and thus to expanding the capacity and improving the quality of basic education in Mozambique. The main target group is children and young people of school age, but the PEE measures also benefit teachers, adults and employees of the Ministry of Education MINEDH. Nine bilateral and multilateral donors are currently paying into the basket. Germany has been participating in the basket financing since 2002 and had paid a total of around EUR 260 million by the end of 2021. This makes Germany the largest bilateral contributor to the basket. Currently, six bilateral donors as well as the World Bank and Unicef are participating in the FASE education basket and have pledged a volume of around USD 85 million for 2022.
