Phase IV of PROMINE aims to build on the experience of Phases I-III to improve access to high-quality basic education in disadvantaged rural and peri-urban regions in Honduras. The implementing institution is the Fondo Hondureño de Infraestructura Social (FHIS), which is implementing the project on behalf of the program sponsor, the Ministry of Education (Secretaría de Educación, SE). The total costs (FC funds + own contribution) of Phase IV are EUR 16.67 million. This new phase of the program is based on the processes and mechanisms used in the previous phases. New features in this phase are 1) the expansion of the program region to include the neighboring departments (Comayagua, Francisco Morazán, Valle and Choluteca as well as Gracias a Dios) of the previous program region and 2) the expansion of the beneficiary classes to include grades 10 to 12. The most important individual measures concern (i) the construction and equipment of school facilities (preschool, basic education 1-9 and secondary education 10th to 12th grade), preferably within the framework of school networks (Redes Educativas), (ii) preparatory and further training measures with a view to improved planning bases and an improved learning environment (revision of building standards and prototypes), (iii) program-related strengthening of SE at all levels (ministry, provinces, districts) and the FHIS and (iv) consulting services. The project is being carried out in coordination with the GlZ project Apoyo a los Procesos de Descentralización en el Sector Educativo de Honduras - APRODE. The project aims to contribute to achieving the priorities of the Education Act of 2012 and the strategic planning 2014 - 2018 of the Ministry of Education. The direct target group is around 11,000 children in 11 rural provinces.
