The objectives of the Mexico Efficient Lighting and Appliances Project are to promote Mexico's efficient use of energy and to mitigate climate change by increasing the use of energy-efficient technologies at the residential level. Globally, the project will promote the development of a sustainable market for energy efficiency equipment among the large and fast growing energy end-use sectors for lighting, refrigeration and air conditioning. The project has three components. Component one consists of the replacement of Incandescent Bulbs (IBs) with compact fluorescent lamps (CFLs) in the low- to medium-income residential sector. Component two contains incentives to encourage the replacement of old and inefficient appliances in the residential sector and includes: (a) (i) financing of vouchers for low-income consumers, (a) (ii) financing of Nacional Financiera's (NAFIN) credit line and (b) capitalization of the guarantee facility. Component three comprises of technical assistance and institutional strengthening.
