The FC measure includes poverty-oriented employment measures in the area of new construction, rehabilitation and expansion of social and economic infrastructure in small communities in the Palestinian territories, e.g. kindergartens, health facilities, sports facilities, access roads, irrigation infrastructure or marketplaces. Analogous to the ongoing employment programs Poverty-Oriented Infrastructure V to VIII, needs-oriented project applications from village councils, civil society institutions (NGOs and associations) and refugee camp committees are supported in an open program. The FC measure complements the more structural approach with which the larger communities with the status of municipality are supported via the Municipal Development and Lending Fund (MDLF). The overarching development policy goal is to make a contribution to achieving MDG 1 (poverty reduction) and to improving the living conditions of people in small communities and refugee camps in the PG. The goal of the FC measure is the temporary reduction of monetary poverty and the demand-oriented expansion and improvement of social and economic infrastructure in the PG. The targeted support of the village councils that were merged in 2010 and 2011 as part of the national strategy for political and administrative decentralization is intended to help provide local infrastructure in line with needs and thus strengthen the village councils. It is also intended to strengthen the implementation of the MoLG's national strategy. The NGO component of the program (60% of the FC investment funds) expressly supports Palestinian civil society. The target group of the FC measure is people in the PGs affected by high unemployment and poverty, users of social and economic infrastructure and indirectly public bodies (village councils merged in 2010 and 2011), civil society institutions and refugee camp committees.
