Egypt - Health Sector Reform Program

The HeaIth Sector Reform Program is designed to improve the well being and the health status of alI citizens of Egypt, especially the most vulnerable population groups. This improvement concerns both the geographic and financial access. Indeed, the program will ensure that services are accessible to the intended beneficiaries with in a walking distance. In addition the program will break financial barriers to basic health services by providing to the whole population a health insurance coverage. This program, supported by ADF, should permit to introduce health sector reforms in selected pilot districts of QENA (2 districts) and SUEZ (1 district) governorates in order to ensure universal coverage of the population with a defined cost-effective package of quality primary health care and public health services. It includes the following components: (i) Policy measures to improve health care services; (ii) Policy measures to strengthen public health programs; (iii) Policy measures to provide a sustainable funding of the Primary Health Care (PHC) system through social health insurance systems; (iv) Policy measures to strengthen Governorate and Dictrict Health Administrations; and (v) Policy measures to rationalize the availability and use of pharmaceuticals.
