The objective of this project is to support the Government of Egypt (GoE) in improving regulatory requirements and building control procedures by implementing a streamlined, integrated and transparent permitting process that reduces the compliance burden for the private sector. Based on discussions with the GoE, the project is envisioned to support the following components of the construction regulatory system by supporting the necessary legal, regulatory, and institutional improvements, and by piloting implementation support in selected district(s) in Cairo which will be identified in agreement with the relevant counterparts. a. Support the setup of a leadership and coordination mechanism to design and coordinate reform implementation. b. Streamline the pre-approval process before a construction permit is issued c. Private sector involvement in building control
