Manitoba Hydro International (Canada) was awarded the Management contract of the electricity utility company Electricidade de Timor-Leste (EDTL), which started in September 2007. This was the second management contract awarded by the government, the first (2003) proved unsuccesfull in improving operations. The contract has a length of 5 years, expiring in September 2012. The average flat tariff is US$0.12/kWh. The operating costs by Manitoba Hydro International were reported at US$0.40/kWh - significantly more. Rates were higher in 2002, when US$0.1 was charged for residential consumers and US$0.20 for commercial users. In 2012, the government was working with the World Bank (PPIAF) to decide on the continuation of the management contract type, or switch to a 20 year BOT concession. MHI mandate included: full management responsibility for EDTL; providing teams of individuals in the positions of Director-General, senior management, technical staff and training services; day-to-day management; medium-term planning; financial management; loss reduction; collections; capacity building; corporatization of EDTL; management of project financing; implementation of hydroprojects and transmission backbone; rural electrification.
