Description

Electricite d'Haiti is the national electrical utility in Haiti. The company had 130,000 customers from a total population of seven million in 1994. The electricity system was in a poor condition in 1994. The power was on for only three or four hours per day and no one paid for a large part of the energy delivered. Electricite d’Haiti signed a management contract with a consortium of Electricite de France and Hydro Quebec in June 1995. Under their contract the private companies work together to assist with the rehabilitation of Electricite d’Haiti. The contract included reduction of bad debts, increasing customer satisfaction, installing 20,000 meters, rehabilitating generating facilities and the transmission and distribution system, improving maintenance, account reliability, creating a management information system, and studies and planning work. Since the implementation of the contract, most technical and commercial indicators have shown improvement and the collection rate for energy billed has increased sevenfold in a five-month period. The private consortium recives US$ 4.7 million per year in management fees. Electricite d’Haiti received a $4.6 million grant from the Canadian International Development Agency (CIDA). None None
