EM International Systems (EMIS), was one of the eight private telecommunication operators (known as PTOs in Nigeria) to receive a basic local service license from Nigerian Communications Commission (NCC) in 1995 following the deregulation of the Nigeria telecommunications sector. The license allowed the private Nigerian company to provide its phone services through Wireless Local Loop (WLL) technology. EMIS was a wholly owned Nigerian company by 1998. The company started its commercial operations by mid-1998. The main coverage area of EM International Systems was Lagos, the capital city, by 1998. The company invested in a Celcore network whose initial capacity was 5,000 lines by 1998 (investment figures were not public information) in addition to EM International Systems with state-owned Nitel, and the private operators Multilinks and Intercellular by July 1999. By 2002, there were about 19 licensed private telecommunications firms providing various kinds of telecom services to Nigerians. In November of 2004, EMIS was due to launch a CDMA 2000 1X fixed wireless network and intended to migrate its existing 4,000 subscribers onto the new platform, which was to allow it to offer voice, data and internet services.
